Description

As per our (Eli, Allison & Daphne) discussion, the tool tip should be on by default in the simple text inline edit component.

    1. set the default value of "useTooltip" to "true", from "false";
    2. add test case to check the default value of "useTooltip" is true.

    I have reviewed Cindy's patch and it looks good. I committed it to Infusion at r9988.

    I tested out the demo, which now displays the tooltip
