Description
When a user is logged into the site, there is a top admin nav bar that shows. There is currently no focus styling for that bar.

2012-01-11T10:23:52.063-0500 It appears that focus styling for the top nav bar is only included on pages with the admin section. The actual display of the top bar is an optional setting within a user account. We should probably see if we can default new users to not have that bar.
